Creation of two military departments in the Moscow and Leningrad regions

Formation of 3 motorized rifle divisions, which are part of military groups in the Kherson and Zaporozhye regions, and an army corps in Karelia, in northwestern Russia.

Reforming the existing 7 motorized rifle brigades and distributing them among divisions in the Western, Central and Eastern military districts and in the Northern Fleet

Strengthening the Airborne Forces with two additional divisions.

Support for each tank grouping by an aviation regiment of 80-100 attack helicopters.

Formation of 3 aviation teams to control the 8 bomber regiments, the combat aviation regiment and the 6 aviation regiments of the ground forces.

Creation of reserve artillery capabilities in strategic directions by forming 5 artillery divisions covering military areas and strike artillery brigades.

Formation of 5 divisions of the marine corps as part of the coastal forces of Russia to support the divisions of the Navy.

An increase in the size of the armed forces to 1.5 million people, including 695 thousand contract soldiers.
