Bloomberg: The European Union will link the allocation of 18 billion euros to Kyiv with a number of conditions

Bloomberg, citing sources, said that the mechanism for allocating financial assistance to Kyiv in the amount of 18 billion euros, which the European Commission intends to put forward on Wednesday, will be linked to a number of conditions.

“The plan will provide a sustainable basis for covering Ukraine’s finances in 2023 while maintaining the flexibility to adjust aid to changing funding needs. The plan will also help pave the way for recovery efforts,” the agency added.

The article said that the European Union wanted to make the process of supporting the Kyiv authorities more predictable, after criticism from the United States and Ukraine about the delay in the provision of assistance.

“The new instrument will provide Ukraine with highly concessional loans to meet urgent needs, rebuild critical infrastructure and initially support the post-war reconstruction process,” the agency continued, citing sources.

At the same time, the issuance of loans will be linked to the fulfillment by the Kyiv authorities of certain conditions, including in the field of law and the fight against corruption.

Ukraine must also fulfill these conditions in order to continue the EU accession process.
