Al-Assad issues decree that includes unprecedented exemptions and benefits

Syrian President Bashar al-Assad has issued a legislative decree containing a wide range of facilities that provide a favorable environment for the owners of economic activities in all its forms in the old city in the governorates of Syria.

Legislative Decree No. 13 of 2022 provides for exemptions and exemptions that provide a favorable environment for owners of economic activities in all their forms within the old city in the governorates of Aleppo, Homs and Deir ez-Zor, including old markets and heritage markets.

These unprecedented properties include facilities, workshops and shops, as well as residences, located within the administrative boundaries of old towns in three governorates.

The decree exempted businesses, taxpayers and owners of economic activities from all taxes, financial and local fees that include restoration and rehabilitation work, whether for institutions, shops or homes until the end of 2023, and also provided for the abolition of taxes and financial fees derived from profits earned from industrial, commercial and non-commercial occupations and crafts within the city, as well as exemption from income tax on all financial fees received by employees of these enterprises until the end of 2027.

The decree closed all financial claims, fees, service surcharges, and additions incurred by institutions, taxpayers, and owners of economic activities within the old city prior to the effective date of this Real Estate and Property Act until the end of 2027.

The decree also abolished subscription fees, consumption costs, benefits and penalties, whether in the areas of telecommunications, electricity, water supply and sanitation, while the exceptions made by this decree did not include taxes arising from the sale of real estate and rents subject to operation of Law no. 15 of 2021.

These incentives and benefits support the return of production, work, industry, and commercial traffic to old and heritage markets, and provide financial incentives to movers to return and operate their stores to expedite their return in preparation for the return of economic life to the country. old cities.
