State Department spokesman Ned Price said the US is lagging behind in cooperation with African countries.
Asked by a CNN host, Price said the United States has been behind the curve in developing cooperation with the African continent for more than a decade.
“You’re right, the United States is in a catching-up position on several fronts,” he added.
