Organization for Security and Cooperation in Europe launches "Moscow mechanism" deal with Russia

The French Foreign Ministry said the Organization for Security and Cooperation in Europe launched an investigation into “possible human rights violations in Russia.”

The French Foreign Ministry said in a statement on Thursday that the investigation is being carried out as part of the organization’s “Moscow Mechanism” with the participation of 38 member states of the organization to address the “alarming human rights situation in Russia, which has witnessed the imposition of many restrictions and repressive measures in recent years.”

The statement explains that “the Moscow Mechanism is aimed at investigating allegations of serious violations by states of the obligations of the Organization for Security and Cooperation in Europe and identifying steps to eliminate them.”

Under this mechanism, an independent panel of experts will be formed to report on Russia’s compliance with its human rights and rule of law obligations.

France indicated that it is participating in the Moscow Mechanism investigation for the third time since the beginning of the year.
