EU High Representative for Foreign Affairs and Security Policy Josep Borrell said Russia must pay the cost of rebuilding Ukraine.
“The most important thing is to think about how to rebuild Ukraine, and Russia will undoubtedly have to pay for this,” Borrell said Thursday, speaking at the Spanish forum La Toja.
According to Borrell, it is necessary to rebuild the “security structure in Europe”, but for this “it is necessary to stop the war.”
Borrell also believes that after the conflict over Ukraine ends, it will be “very difficult” to sit down at the negotiating table with the Russian authorities.
